What Managing Agents Need to Know About the Now-Open 11-18m Cladding Safety Scheme

The introduction of the 11-18m Cladding Safety Scheme is a significant extension of the Building Safety initiatives implemented by the UK Government. Initially, funding was primarily directed at buildings exceeding 18m, with a practical cut-off at 17.7m. However, with the realisation that there are between 6,220 and 8,890 mid-rise residential buildings requiring full or partial remediation of external wall systems, additional funding has been redirected towards structures standing between 11-18m in height. Now is the time to review the building structure and eligibility for the Cladding Safety Scheme. 

 

The Safety Aim: Protecting Homes and Lives

The aim? To remediate buildings with unsafe external wall systems resulting in enhanced safety of countless homes and protect the lives of individuals and families residing in them.

Application Requirements and Urgency 

The Department for Levelling Up, Housing and Communities (DLUHC) opened the fund in July 2023, and applications are now being accepted. Those ready to submit their applications early stand a better chance of getting remediation underway more quickly and navigating the process before funds are potentially depleted. Consequently, we're encouraging managing agents to act swiftly.

Key Application Requirements

The application process for the 11-18m fund demands the following:

  • A Fire Risk Appraisal of External Wall (FRAEW) pinpointing any elements negatively impacting the safety of the external wall system, necessitating remediation.

  • A height verification report, adhering to a specific measurement methodology, confirming the building's eligibility based on its standing between 11-18m.

  • Evidence that the building houses at least one qualifying residential leaseholder.

  • Detailed information about the party responsible for the building, with particular attention to whether a solvent developer exists – as they will potentially bear the remediation responsibilities.

  • Should the original developer be inoperative, the appointment of legal representation is crucial to determine if any connected parties (like parent companies or sufficiently financed landlords) can assume responsibility.
